I recently bought an early wolverine 350 4x4. I could only drive it in about a 40 yard loop around the guys yard. When I got it home and was riding around the woods, it seems underpowered. There is a hill that is decent size but I wouldn't say it is super steep. I have to keep it in 1st gear to go up the hill. It will wind out and gain speed until I shift to 2nd then it will bog down. On flat land it seems to go just fine. It currently has 25x8x12 and 25x10x12 tires on it but I saw they had 23's originally. Is that enough to make it lose that much tongue?
The guy I bought it from put a new jug and a Mikuni carb on it.

Yes smaller tire will make it feel like it has more power. I'd make sure it was jetted properly and check valve lash off these parts were recently replaced. The 350 is not a power house but it is easily the most dependable engine
