what do you mean by turn over? spins and wont start or wont spin. if it wont spin when you jump the big posts on the solenoid it is not the cdi. it will be the wire to the starter, a ground, the starter, or the starter clutch. if you have been sending 24 volts to the starter for five years that would be my first guess, those little motors are not designed for that and i am surprised it has lasted this long. bench test the starter and if its good most likely the starter clutch. if it spins and wont start that is another story

if you have power to the relay on the big red wire and jump to the big black wire that runs to the starter and you dont have voltage at the starter pin it can only be a broken wire from the starter to the solenoid. if you have voltage to the starter and you have bench tested the starter and it is good it is either the starter clutch (some people call it a one way bearing) is bad or the motor has seized i have had both happen. if you take a jump box and place the red lead on the pin on the starter and the black lead on the starter case and turn the jump box on it will tell you if you need to look upstream or down from the starter. jumping those 2 big pins on the solenoid bypasses all of the safety switches and the cdi. it may not start but it will spin
