Needle bearing on a 99 warrior

I thought I had a issue with one way bearing because starter would turn but motor wouldn't turn over. Pulled apart found needle bearing behind flywheel come apart. So replaced both needle bearing and one way bearing. 30 min after riding same issue starter would turn but wouldn't turn motor over. Pulled back apart and the needle bearing come apart again. Looked at a break down and seen there should be a washer on the back side of the bearing. So this is missing. So my question is if I install this washer will it take care of my issue or is there another problem here that I'm not aware of?

It's this sight dead or does no one know what my issue is?
